Group A: What would be the most effective way for our associations to share information regarding keynote speakers, attendance at conferences, conference contracts, and what works? (group leader: Ellen Sicluna)

Group B: Commissioner Steiner had Joe Frey review the draft regulation regarding the 175 hours and conferences. What, if any, should the next step be? (group leader: Elizabeth Sheffer)

Group C: Commissioner Steiner has asked that the NYSCEA membership develop a set of key questions they would like him to address at the May meeting. This group will develop the key questions that NYSCEA should pose to the new Commissioner. (group leader: David Payton)

Group D: How are educational organizations sharing information about the instructional opportunities and challenges of working with the disconnected youths? (group leader: Jim Viola)

Jean C. Stevens, Associate Commissioner

Office of Instructional Support and Development

Jean C. Stevens currently develops and implements education reform initiatives and manages technical assistance to elementary, middle and secondary schools. She is responsible for the Offices of Curriculum and Instructional Support; Curriculum, Instruction and Instructional Technology; School Improvement and Community Services (Regional); Instructional Technology; Bilingual Education and Foreign Language Studies and Native American Education. Her responsibilities include leadership and oversight of: all curriculum and development support; career and technical education initiatives; adult education and workforce development; GED and high school equivalency programs; summer school of the arts; upstate school improvement; upstate charter schools; instructional technology; student support services, school safety, alternative education and incarcerated youth programs, Native American education and policy and program matters relating to English Language Learners. In addition, Ms Stevens serves as the President of the National Association of State Directors of Career and Technical Education.

Noel Granger, Associate
Special Education Policy, Office of Vocational and Educational Services for Individuals with Disabilities

Noel Granger is a part of the NYS Education Department Special Education Policy Unit, where she is responsible for oversight of the Special Education Parent Centers, the development of the statewide Positive Behavioral Interventions and Supports Technical Assistance Center and policy issues. She has been involved with statewide Response to Intervention development and implementation as a member of the NYSED RtI Internal Workgroup and the NYS RtI Stakeholders Group, and as the liaison from the NYSED Reading First Office.

Fran Hollon, Associate
Office of Pre-Collegiate Preparation Programs and Scholarships Unit

Fran Hollon has been the NYSED Statewide Coordinator of the Learn and Serve America (LSA )K-12 school based program for the past fifteen years and a grants administrator within the department for over 30 years. Over the last fifteen years NYS Learn and Serve America has involved an estimated 500,000 students, from over 175 urban, suburban and rural school districts school districts throughout NYS.T hey have provided approximately six million hours of service learning to help resolve educational, human needs, environmental, public safety and homeland security issues and needs within their schools and communities while improving their life, academic, social, leadership, communication, problem solving and civic engagement skills. Over the past fifteen years he has also written or collaborated in the writing of approved grants that have generated over five million additional dollars that have supported the NYS Service Learning Network and the integration of service learning into character education programs, programs for students with developmental disabilities and programs for at-risk students.
