George made a motion to approve minutes as amended. eva efron seconded the motion.
Amendments:
Treasurer’s Report:
Add: Bob Winchester explained that he spent $196 of the $1,000
Middle School fund for the attorney to look into our tax exempt status.Special Committee Reports:
Tax Exempt should read $196 bill for attorney
Omit: Bob was given $1,000 to facilitate getting our tax-exempt status.A few Typographical changes.
Treasurers Report – Carol Berry
Carol suggested we raise the meeting registration from $35 to $40 because we have not been meeting our expenses and cost of food has gone up. She also suggested if we have to bill the organization for the meetings there will be a charge of an additional $10.
George made a motion to raise the meeting Registration fee per delegate, per meeting from $35 to $40 and Bob Winchester seconded it. Motion past unanimously.
Bob Winchester made a motion that a $10 billing charge will be added to the fee of the organization or the delegate, for each meeting, if the Meeting registration fee is not paid in advance or in person at the meeting. George Ranieri seconded this motion. The Board voted for the motion unanimously.
Bob made a motion to approve the 2004-05 budget that was distributed by Carol Berry. George Ranieri seconded. Board voted 8 for the motion and one abstention.

There will be a meeting with the Civic Association May 21.
There will be a retreat for the Executive Board and Standing Committee Chairpersons June 29 - 30 in Rhinbeck.

Committee Reports:
Nominations: George Ranieri
Our nominee for Treasurer withdrew her name. He will be asking for a nomination from the delegates at tomorrow’s meeting.
Communications: Kathleen DeKalb
Kathy distributed a list of job responsibilities for her committee which was reviewed by the Board.
• Working with the Treasurer, distribute information to delegates of the Council, the presidents of member organizations and Executive Board as requested via an electronic mailing. For example: meeting reminders, SED updates, Board of Regents meetings, etc.
• Research the set up of an online forum or bulletin board to discuss current issues. Members of the communications committee will be the moderators of the forum or bulletin board
• Assist in the update of the web page (if necessary).
• Develop a promotional or informational brochure for the Council to distribute to potential members.
Beyond the written report, Kathleen added:
• Board of Regents updates-outline of their agendas with a link to the pages; SED updates and key things from the SCDN (Staff and Curriculum Development Network).
The outline presented by Kathleen was accepted unanimously by the Board.

Research - Kelly Abiodun
(Kelly was not present, Gail Kelly gave her report) Kelly distributed a survey re: State Assessments via e-mail. Results: only 6 were completed. Problem - not everyone has state assessments so they could not respond to the survey.
Tax-Exempt –Bob Winchester
The next step will be to have SED and the Department of State approve our request for tax exempt status.

Colleen developed a letter to delegates to alert them to the changes in the document. The changes were reviewed by the delegates at both the February and May meeting and were based on suggestions by our lawyer to make us eligible for 503 status. Ballot must be postmarked June 14th. Letter to be printed on the NYCEA letterhead.
It was agreed that the revised constitution will be mailed by Colleen, in an envelope with her return address, to the President and delegate of member organizations. Colleen will do follow-up calls to people who do not respond by June 14th.To do this Colleen needs a list of delegates from each organization. Carol will send the Directory around tomorrow at the meeting.
To pass the revised constitution, ballots from two thirds of the 35 member organizations, each having two votes, are needed. Forty-seven ballots need to be returned to Colleen in an enclosed envelope.
Middle School- Gail Kelly
Gail asked, “How do we deal with the upcoming Regents meeting?”.
Gail suggested each delegate in attendance at the meeting tomorrow; sign a paper to accompany the testimony that Bob Winchester presented at the Fall 2004 Regents meeting.
The meeting was adjourned. It was agreed that after dinner we would look at the updated NYSCEA Website presented by Colleen.
