» Gail Kelly distributed thank you notes to members of the Executive Board and Chairpersons of standing committees.

» Minutes - Joan Davidson
Gail Kelly made a motion to approve the minutes, seconded by John Bailey.

 

Treasurer’s Report – Carol Berry

eva efron made a motion to approve the Treasurer’s report, seconded by George Ranieri.
Budget report approved unanimously

 

Budget 2005

- Carol asked for the approval of the Board to raise the meeting registration fee from $35 to $40 plus a $10 fee if not paid in advance or on site. She explained that the cost of having the meetings had increased.
- Charlie Gruman, ACTEA suggested the association dues should be raised by $50 to cover the additional costs.
- Karl Karl Krause, Business Organization, suggested we include the increased meeting costs for one delegate to the dues.
- Anthony Mello, ASCD made a motion that we accept the proposed 2005 budget on a temporary basis and asked that the Executive Committee review the budget and come back with a final budget for our October meeting. Seconded by Bob Winchester.

 

Summit for Civic Education – Gail Kelly

Gail is one of four delegates from NYS. Representatives from all 50 states attend the meeting.

 

Standing Committee Reports

» Membership – Bob Winchester
No new members. He asked if people knew of statewide organizations who represent a specific discipline which may be tapped.

» Research
Kelly Abdouin e-mailed a survey to the delegates about Testing Assessments in NYSD and only received 6 responses. Kelly was not at the meeting-report given by Gail Kelly.

» Communications – Kathleen DeKalb
Proposed plan:
» Complete a bulletin board on the website for people to correspond with each other. www.nyscea.com
For the web page we will need conference dates. Our web page links to all member organization

» Create a promotional brochure.

Kathleen posed the question: How can we get information to you easier?

» Tax-Exempt –Bob Winchester
The next step will be to have SED and the Department of State approve our request for tax exempt status.

» SCDN – Robin Wheeler.
SCDN is a group of leaders in the BOCES network and we are one of the few invited guests. The group meets 4 times a year for a day and a half State Education Department staff speak to the representatives at the meeting who are Instructional Leaders from the BOCES. The purpose of the meeting is to gather information.

» Middle Level – eva efron
Bob Winchester spoke about middle level certification. Middle Level to be moved to 5-8.
Secondary and Elementary certification information re: middle school. Middle Schools can apply for an extension of the middle school experimental certification-they will then have 5 years to get their teachers certified.

» Middle Level Board of Regents review - Colleen Corsi
Distributed information. Our plan is to send the sign-in sheets of our meeting today, attached to the testimony of Bob Winchester at Fall 2004 meeting to the Regents.

NYSUT has advocated that the subjects should be taught in a grade 5-8 configuration (Technology, Music, Arts, Physical Education, Home and Careers) should be taught by a certified teacher and contiguous in the grades.

Dennis Tosetto, NYSMSA Executive Director, emphasized that in correspondence to the Regents the Issue needs to be child centered and good instruction not job security

» Meeting adjourned at 10am to 11am. Legislators will be speaking to us at 10am

 

» Special Committee By Laws – Colleen Corsi
Revised by-laws were distributed. There will be a mail ballot sent to the President and one delegate of each member organization. Deadline: Before June 30th, 2004

Website will go live on Monday, May 10th.

» Nominations – George Ranieri
George explained their was no candidate for the office of treasurer and asked for a nomination from the floor.

New Business:

Dennis Tosetto introduced the idea of creating a package of meetings with other organizations to develop a proposal to hotels for the purpose of getting a better price and perks. He agreed to put together such a proposal and get bids. Council agreed he should implement this plan.
