- Budget Report and Investment Statements from Wilmington Funds
and Equity Services were distributed.
- We have $49,245.67 in Equity Services Account.

-Total Expenditures: $5243.59
» President Report Gail Kelly
-Gail thanked Bob Winchester for the development of NYSCEA Middle-level position paper and his testimony at the November 12th, 2003 Regents Hearing.
- Congressional Summit Gail attended last Fall follow up:
The NYS group will offer a Summit this Spring.
Sponsoring Spring Summit re: Civics Education:

Tom Levine –NYS Bar Association
Stephen Schecter – Dir. Council for Citizenship Education
Gail asked that our Senators be invited.

» Nominations – George Raneri
- We will have a vacancy in the Treasurer’s position.
- Deadline to complete nomination form will be determined.
- Nomination form will be mailed to the President and Delegates of each
member association in the next two weeks.
Nomination Guidelines were reviewed :
- President of the Nominee’s association must sign the nomination
form.
- Only one member of an Association can be on the Executive Board.
- The association the Nominee represents must be a paid member of
NYSCEA by January 2004

A survey of people’s feelings on the new State Assessments was distributed and will be mailed to the delegates.
» Membership – Bob Winchester
No new members of the Association.
» Special Committee Reports:
-Tax Exempt/Incorporation Status – Bob Winchester
-$196 bill for attorney ($1,000 given to Bob to facilitate
our tax- exempt status)
- the Executive Board list will be sent to the attorney
» By Laws – Bob Winchester
-There was a consensus of the group that the changes and additions Bob proposed should be sent out to the organizations for a vote.
-A ballot will be sent out and must be returned.
