Regents Approve Mandate Relief and Flexibility

 

The Regents have approved their State Aid proposal for school year 2011-12 in December 2010. In the proposals, they committed to develop additional cost containment and mandate relief. The plan is to discuss a set of draft mandate relief options, increase flexibility, and to identify essential elements of education reform.  To learn more about this, check out materials shared with the Association. 

 

Tech Study Options

 Discussing flexibility, State Education Commissioner David Steiner has questioned why all students need to pass five Regents exams — math, English, global history, geography, U.S. history and government and science. Among the proposals that the Board of Regents is considering is one that may allow students to substitute one of five currently required exams for a test in a career and technical education area such as criminal justice.  REGENTS CONSIDERING CHANGES IN GRADUATION REQUIREMENTS:

 NYSCEA provided feedback to Associate Commissioner Ken Slentz at its February meeting about recent proposed changes to NYS Required Regents. The Regents College and Career Readiness Working Group discussed potential revisions to the New York State graduation requirements. The goals of these discussions are to make the requirements more effective both as a mechanism for maximizing all students' educational potential and also as a signal to higher education institutions and employers that New York's high school graduates are college- and career-ready. STATE WELCOMES NEW COMMISSIONER OF EDUCATION

On October 1st, Dr. David Steiner took an oath of office to become New York State’s new Commissioner of Education. In his first address to the public, he said "I am honored to take this oath today… [and] look forward to working with the Board of Regents, school leaders and parents in every district across New York as we continue to raise standards, improve accountability and work to transform education in New York into a hub of innovation and best practices to boost student achievement." NYSCEA has invited Commissioner Steiner to join us at our spring meeting and he has accepted. We look forward to meeting him.

NYS BOARD OF REGENTS APPOINTS NEW DEPUTY COMMISSIONER TO LEAD EDUCATION REFORM EFFORT

The State Board of Regents announced the appointment of Dr. John B. King, Jr. as Senior Deputy Commissioner for P-12 Education. In his position, King will lead the State’s school reform efforts. He began State service on October 5, 2009. Regents Chancellor Merryl Tisch said, "John King is a nationally recognized education leader with a proven track record of lifting student achievement, particularly for low-income minority students in urban settings. His goal is always the same – ensuring that the students in his care are prepared for college-level work and productive careers."

 Summit on Blended and Online Learning

 On December 8, 2010 President Elect Dave Arnone and Webmaster, Dr. Pat Barbanell, participated in the Summit on Online and Blended Learning, hosted for New York State stakeholders by the State Education Department (NYSED), the International Association for K‐12 Online Learning (iNACOL), and Intel. The goal of the summit was to identify potential next

NYS Teaching Standards, Elements and Performance Indicators
At their January 2011 meeting, the New York State Board of Regents adopted the New York State Teaching Standards, Elements, and Performance Indicators, that are designed to be used throughout a teacher’s career - preparation, induction, mentoring, evaluation, professional development and movement through a career ladder. NYSCEA President Grace Wilkie and Past President Colleen Corsi were members of a forty-three person stakeholder Workgroup that were charged with reviewing the new standards and providing input from the field.  To learn more about these Standards, go to:
